Do you have to show proof of a driver's license to get auto insurance for a vehicle in NV or anywhere else?

I know this may seem like a stupid question, but I have a friend with a suspended license and someone is giving her a car. She's going to get her license reinstated, but wanted to know if she could get the auto insurance before or if she has to have a valid license first.
