Who doesn't understand that driving is an option, and thus auto insurance is an option?

Why do they keep repeating the ignorant mantra...we make you pay for auto insurance , so we can make you pay for health insurance? I am free to opt out of driving, where is my opt out in this? I guess freedom is optional...or extra, or extinct.
