Is it true that if one changes auto insurance companies in NY, the car MUST be taken for inspection and pics?

I just changed auto insurance company and the agent states it is according to NY state law and so it is mandatory...I never heard of that. His reason being so just to make sure the car is not a ficticious car!!!!!!! even after I gave the dealership name and address VIN # etc!
