Why City of Dallas law requires all drivers and vehicle got to have auto insurance?

In City of Houston Law doesn't requires all vehicle to have an insurance well city of Houston is release and free from requirements to all vehicle to have auto insurances. Some auto insurance company don't covers none of them but the police might need them documents.
