Would you favor the mandatory auto insurance law if it forces a lot of people onto food stamps?

I have done two studies showing mandatory auto insurance laws are causing food stamp skyrockets. Would you favor the law if it is causing lots more people on food stamps (those eligible for food stamps but not participating have to go on food stamps).
