Does anyone know if the Ca (auto) insurance exam is designed to make you fail?

I reside in California, I would like to sale auto insurance for a brooker. I was wondering if the state test, from Dept of Insurance is designed to make you fail? That way I can consider the cram course. Please share your thoughts. Thanks
