Does the clerk of courts really check auto insurance policy numbers when you submit proof of insurance?

My friend was ticketed for speeding and driving an unregistered car. On top of that, he didn't have insurance. The cop didn't ask for proof of insurance, but in Ohio, you are required to send proof to the Clerk of Courts once you have been ticketed. Do they really run the policy numbers to check and see whether or not the insurance is still valid on your card?
