How does an uninsured pedestrian file a claim with an auto insurance company?

Hypothetically, if a sidewalk strolling pedestrian is uninsured and gets hit by a driver that is insured, how does the pedestrian get paid for medical bills, etc? Filing a claim is easy when a person has insurance, but, what about people who don't? In this scenario, the accident is 100% the fault of the driver. Any help is appreciated.
