My husband was just in an accident. A man backed up into our car in the city. He got a police report. The man wants to pay us without going through his insurance. We of course need and estimate which we can't get until Monday. So if he does not want to pay can we still submit a claim? This just in! The police advised him against the report as they said our insurance would go up (ny) even though it was not our fault. Now what?
